What are the differences between Camera Operators and Videographers/Directors of Photography?

Camera Operators shoot projects using cameras provided by the client, insuring that their cameras are properly set up for the shooting environment at hand.

A videographer modifies the shooting environment with lighting, directs the set up of each camera to get the desired look, sets up each shot and directs the camera operators accordingly.  Generally the Videographer will operate either the primary camera or the camera that he/she deems to be the most important to the shot.
